CSD registration: getting your business ready to supply government
If you want to sell goods or services to any South African government department, municipality, or state-owned entity, there's one database you cannot avoid: the Central Supplier Database, or CSD.
What the CSD actually is
The Central Supplier Database is described by National Treasury as “a single database to serve as the source of all supplier information for all spheres of government,” built to reduce duplication of effort and cost for both suppliers and government while enabling electronic procurement. Self-registration opened in September 2015, and government organs of state have used CSD data in their procurement and financial systems since April 2016 — it's now the standing system every government supplier passes through. Registration and ongoing management happen through the portal at secure.csd.gov.za.
Who needs to register
Any prospective supplier of goods or services to government or an organ of state must register on the CSD before doing business with them. National Treasury's Office of the Chief Procurement Officer puts it simply: “If you are about to tender for a contract, you are a supplier of goods and services.” The good news is that this is a once-off registration: “Suppliers will only be required to register once when they do business with government” — you register once, then maintain it.
What information you'll need to provide
The CSD captures a fairly comprehensive profile of your business:
- Supplier information — entity type, identification number, name, trading name, country of origin;
- Contact details — preferred contact person, communication method, email, cell or telephone number;
- Address details — country, province, municipality, city, suburb, ward, postal code;
- Bank account information;
- Supplier tax information;
- Ownership information — names and ID numbers of directors, members, and similar;
- Association to other suppliers, such as branch or consortium membership; and
- The commodities your business can supply.
A valid email address, identity number, cell phone number, and bank account details are mandatory to complete registration. B-BBEE information is also captured as part of the standard registration workflow today, via certificate or affidavit fields.
How CSD verifies what you submit
This is the part that surprises a lot of first-time registrants: the CSD doesn't just store whatever you type in. Once captured, your information is verified against external data sources — SARS, CIPC, banking systems, and the Department of Home Affairs for ID numbers — after which a unique CSD supplier number and security code are generated and sent to you.
That verification doesn't stop at registration. Automatic re-verification of relevant supplier data against SARS, CIPC, and similar sources happens regularly — daily, weekly, or monthly as required. In practical terms, this means your CSD profile is a living reflection of your compliance status, not a snapshot frozen at registration — which is exactly why it matters that your CIPC and SARS affairs stay in good order continuously, not just when you're actively bidding.
Suppliers are also required to confirm, at least once a year, that their CSD data is still current.
No more paper tax clearance certificates
One of the clearest wins for suppliers is what the CSD replaced. A key stated benefit of the system is that suppliers are not required to submit physical tax clearance certificates or business registration certificates to organs of state — electronic verification replaces paper copies entirely, which also reduces fraud.
This lines up with a broader change at SARS: the paper Tax Clearance Certificate no longer exists at all. SARS replaced it with the digital Tax Compliance Status (TCS) system.
How the Tax Compliance Status PIN works in tenders
Under the TCS system, a taxpayer requests a PIN via eFiling (or the SARS Online Query System) and shares that PIN with whoever needs to verify their tax compliance — for example, a government department evaluating a tender. The published process is: access the SARS Online Query System, select the Tax Compliance Status Request option, enter your ID number and tax reference number, generate the TCR01 form, complete and submit it, and SARS sends the TC PIN via SMS to the registered representative's cellphone.
The PIN doesn't carry a printed expiry date — instead, it reflects your current real-time compliance status whenever a third party checks it. That means the underlying value of the PIN depends on your tax affairs staying compliant continuously, not on the PIN being freshly generated. This links directly back to the CSD's automatic SARS re-verification described above: if your SARS status slips, it can show up in your CSD profile and potentially affect your standing in an active tender process, so staying on top of your VAT, PAYE, and income tax filings isn't just a SARS matter anymore — it's a procurement matter too.
